Chandigarh: In a major pro-farmer announcement ahead of the 2025–26 crushing season, the Yogi Adityanath government has increased the State Advisory Price (SAP) of sugarcane by ₹30 per quintal, marking a significant boost to the income of millions of farmers across Uttar Pradesh — India’s largest sugarcane-producing state.

The revised rates have been fixed at ₹400 per quintal for early varieties and ₹390 per quintal for normal varieties, delivering an additional benefit of around ₹3,000 crore to sugarcane growers, according to Laxmi Narayan Chaudhary, the State Minister for Sugarcane Development and Sugar Industry.

Fourth Hike Under Yogi Regime — Reinforcing Farmer-Centric Governance

This is the fourth sugarcane price increase under Chief Minister Yogi Adityanath’s leadership, reflecting his government’s continuous focus on empowering farmers and strengthening the rural economy.

Speaking on the decision, Minister Chaudhary said,

“Sugarcane farmers are the backbone of Uttar Pradesh’s economy. It is our firm commitment to ensure they receive fair and timely payment for their produce. The government will continue to stand with farmers at every step.”

The state’s proactive measures have led to record payments of ₹2,90,225 crore to sugarcane farmers since 2017 — a remarkable ₹1,42,879 crore more than the combined ₹1,47,346 crore disbursed during the previous SP and BSP regimes (2007–2017).

“This is not just a price hike — it is an acknowledgment of the hard work and dedication of our farmers who feed the nation,” Chaudhary added.

Uttar Pradesh today stands tall as India’s second-largest sugar producer, housing 122 operational sugar mills. However, the journey has been one of transformation.

The Minister highlighted that while 21 sugar mills were sold off at throwaway prices during earlier governments, the current administration’s transparent policies and investor-friendly environment have revived the sector.

Over the past eight years, the state has seen:

  • ₹12,000 crore in fresh investments in the sugar industry,

  • Establishment of four new sugar mills,

  • Revival of six closed mills, and

  • Expansion of 42 existing mills, adding capacity equivalent to eight new large-scale units.

Additionally, two sugar mills now host Compressed Bio-Gas (CBG) plants, promoting the use of renewable energy and aligning the sector with India’s broader clean energy goals.

Smart Sugarcane Farmer System: Technology Empowering Agriculture

In a bid to modernize the sugarcane ecosystem, the Uttar Pradesh government has rolled out the “Smart Sugarcane Farmer” system, a fully digital platform that integrates every stage of sugarcane cultivation — from acreage registration and calendaring to slip issuance.

Farmers now receive their sugarcane slips directly on their mobile phones, and payments are made via Direct Benefit Transfer (DBT) straight into their bank accounts — eliminating middlemen entirely.

The system has been hailed by the Government of India as a model for agricultural digitization, setting a benchmark for other states to follow.

Ethanol Expansion: Driving India’s Green Energy Ambition

Alongside its sugar initiatives, Uttar Pradesh has also achieved extraordinary success in ethanol production, contributing significantly to India’s biofuel mission.

“Due to sustained government efforts, ethanol production in the state has grown from 410 million liters to 1,820 million liters, while the number of distilleries has increased from 61 to 97,” Chaudhary revealed.

This expansion not only reduces India’s dependence on imported crude oil but also creates new income avenues for farmers through diversified utilization of sugarcane.

Growing Acreage, Growing Prosperity

The sugarcane acreage in Uttar Pradesh has surged from 2 million hectares to 2.951 million hectares, reflecting renewed confidence among farmers. With sustainable irrigation, transparent policies, and timely payments, the state has strengthened its leadership position as the top sugarcane producer and ethanol manufacturer in the country.

Experts note that this latest price hike will inject liquidity into rural markets, support ancillary industries, and stimulate consumption in key districts like Meerut, Baghpat, Muzaffarnagar, Saharanpur, and Lakhimpur Kheri — all major sugarcane belts.

A Step Toward Sustainable Rural Growth

Economists and agricultural analysts view the move as both economically and politically strategic, boosting farmer sentiment ahead of the harvest season. By linking traditional agriculture with technology, green energy, and transparent governance, the Yogi government aims to ensure that agriculture remains a viable and profitable livelihood for generations to come.

The announcement cements Uttar Pradesh’s role as a model state for agri-led industrial growth, where every policy — from price reforms to ethanol promotion — converges toward one goal: empowering the farmer at the root of India’s economy.
