New Delhi: Union Minister for Housing & Urban Affairs, Shri Manohar Lal, today launched the Unified RERA Portal (rera.mohua.gov.in) during the 5th meeting of the Central Advisory Council (CAC) of the Real Estate (Regulation and Development) Act, 2016 (RERA). The meeting, held at Sankalp Bhawan in New Delhi, brought together policymakers, regulators, industry representatives, and homebuyer associations to review the progress of RERA, deliberate on key challenges such as stalled projects and homebuyers’ grievances, and chart the course for the next generation of reforms in the real estate sector.
The event began with a welcome address by Shri Kuldip Narayan, Joint Secretary (Housing), MoHUA, followed by Secretary (Housing & Urban Affairs), Shri Srinivas Katikithala, who highlighted the eight-year journey of RERA since its implementation.
A Unified Digital Platform for Transparency
Launching the Unified RERA Portal, Shri Manohar Lal said the initiative would act as a one-stop national platform for homebuyers, developers, regulators, and policymakers. The portal is designed to integrate all State/UT RERA websites, enabling real-time sharing of data, ensuring uniformity in practices, and offering a nation-wide database of registered projects and agents.
“The launch of this Unified RERA Portal is a major step towards strengthening transparency, accountability, and trust in the real estate sector. RERA has empowered homebuyers, ensured timely delivery of projects, and infused discipline among developers. I urge States and UTs to implement RERA in letter and spirit to safeguard citizens’ interests,” said Shri Manohar Lal.
Minister of State for Housing & Urban Affairs, Shri Tokhan Sahu, added that RERA has been a transformative reform over the past eight years. “Our immediate priority is the faster resolution of homebuyers’ grievances and the revival of stalled projects. These are critical to restoring trust between buyers and developers,” he emphasized.
Key Discussions and Progress Under RERA
The CAC reviewed the implementation of RERA across States and UTs and noted encouraging progress:

35 States/UTs have established Real Estate Regulatory Authorities.

29 States/UTs have set up Appellate Tribunals.

27 States/UTs have appointed Adjudicating Officers.

1,51,113 projects and 1,06,545 agents are registered under RERA.

1,47,383 complaints have already been disposed of by RERA authorities nationwide.
The council appreciated the achievements but also acknowledged persistent challenges such as legacy stalled projects, delays in approvals, and compliance issues.
A major point of discussion was the implementation of the Amitabh Kant Committee Report on stalled projects. While Uttar Pradesh has already acted on its recommendations, the Council urged other States to expedite adoption to ensure revival of long-pending housing projects.
Strengthening Enforcement and Accountability
The Council recommended the creation of Standard Operating Processes (SoPs) to improve the functioning of regulatory authorities, strengthen enforcement of RERA orders, and develop frameworks to expedite completion of stalled projects.
It was also suggested that the new Unified RERA Portal, integrated with State data, should leverage artificial intelligence and analytics tools to predict project delays and flag risks early. This would empower policymakers, developers, and homebuyers to take proactive measures.
The Council also emphasized:

Curbing misleading advertisements in real estate.

Ensuring timely project registration and approvals from local authorities.

Streamlining processes for withdrawal from RERA accounts after project completion.

Enforcing submission of quarterly progress reports (QPRs) by developers.
Towards Next-Generation Reforms
In his remarks, Shri Srinivas Katikithala, Secretary, MoHUA, underlined that RERA has already brought systemic change by mandating project registration, disclosures, and grievance redressal. However, he stressed that it is time to move towards “next-generation reforms” to address new realities of the sector.
The CAC recommended that MoHUA conduct a detailed exercise in consultation with all stakeholders to identify future reforms, harmonize rules and regulations across States/UTs, and further strengthen homebuyer protections. The Council also advised constituting a central-level committee within MoHUA with representatives from regulators, industry, and homebuyer associations to drive reforms in the RERA framework.

The 5th CAC meeting concluded with a unanimous call for uniform implementation of RERA across India, faster disposal of grievances, revival of stalled projects, and the strengthening of buyer-developer trust.
The launch of the Unified RERA Portal is expected to become a game-changer in ensuring transparency, providing reliable data, and empowering buyers to make informed decisions. By integrating State-level RERA systems into one national platform, the government has taken a significant step toward building a robust, transparent, and accountable real estate ecosystem in India.
