New Delhi – In a landmark announcement, Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, revealed that India’s unemployment rate stands at just 2%, the lowest among G20 nations, according to the World Economic Forum’s Future of Jobs Report 2025. The Minister attributed this achievement to India’s rapid economic growth, coupled with a series of transformative employment and skilling schemes introduced by the Government.
Dr. Mandaviya was speaking at the signing ceremony of two Memorandums of Understanding (MoUs) between the Ministry of Labour & Employment, Mentor Together, and Quikr. The partnerships aim to strengthen the National Career Service (NCS) portal, providing structured mentorship, real-time job listings, and enhanced access to employment opportunities for millions of young job seekers.
NCS Portal: Driving Digital Employment
Highlighting the role of technology in reshaping India’s employment ecosystem, Dr. Mandaviya said,
“The National Career Service (NCS) platform, with nearly 52 lakh registered employers, 5.79 crore job seekers, and 7.22 crore vacancies mobilized since inception, is evolving into a one-stop solution for employment-related services.”
Currently, the NCS portal hosts 44 lakh active vacancies across sectors. Over the past year, the Ministry has partnered with 10 major organisations—including Amazon and Swiggy—mobilising nearly 5 lakh new vacancies.
Dr. Mandaviya stressed that these initiatives are in line with Prime Minister Narendra Modi’s vision of Digital India and Viksit Bharat, ensuring employment creation across services, manufacturing, and agriculture.
Government Push for Youth Employment
At the outset of its third term, the Government launched five flagship schemes worth ₹2 lakh crore to support youth employment, skilling, and entrepreneurship.
The most significant among these is the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), with an allocation of ₹99,446 crore. The scheme aims to incentivise the creation of 3.5 crore jobs over the next two years, with 1.92 crore opportunities earmarked for first-time workforce entrants.
Dr. Mandaviya emphasised that employment generation is being accelerated not only through formal jobs but also through self-employment and entrepreneurship schemes such as MUDRA and PM SVANidhi, which empower small businesses and street vendors.
Mentor Together: Structured Career Guidance
The MoU with Mentor Together is designed to reach two lakh youth in its first year, with one lakh participants from NCS and one lakh from PM-VBRY entrants. The program will provide personalized mentoring through a network of 24,000 trained professionals, ensuring that young people, especially from underserved backgrounds, can access career guidance and job-readiness skills.
The outreach will be both city-level and district-level, ensuring that no job seeker—whether urban or rural—is left behind. This initiative directly addresses the challenge of first-time job seekers navigating the employment market without adequate mentorship.
Quikr Partnership: Expanding Job Listings
The renewed partnership with Quikr Jobs aims to integrate over 1,200 daily job listings across 1,200+ cities into the NCS portal. This will allow job seekers to access real-time employment opportunities, particularly those in smaller towns and rural areas who often face barriers in connecting with recruiters.
By combining Quikr’s extensive job database with NCS’s robust government-backed framework, the collaboration ensures that millions of seekers have access to a seamless, transparent, and inclusive digital job marketplace.
Voices from the Event
Dr. Mandaviya underscored the importance of these collaborations, stating:
“These partnerships will ensure that suitable employment opportunities and structured mentoring are available to job seekers, especially in light of the Pradhan Mantri Viksit Bharat Rozgar Yojana. It will benefit not only the youth but the nation at large. The future of India is bright when the future of our youth is secure.”
Union Minister of State for Labour & Employment, Sushri Shobha Karandlaje, added:
“The NCS portal has emerged as India’s premier digital employment facilitation platform, offering job matching, counseling, and skilling. These collaborations will provide young people not only employment but also the right kind of handholding to succeed in their careers.”
India’s Global Leadership in Employment
India’s 2% unemployment rate, the lowest among G20 nations, reflects the resilience of its economy and the effectiveness of its policy framework. With over 560 million Jan Dhan accounts, Aadhaar-enabled identity infrastructure, and large-scale digitisation, India has built a unique foundation for inclusive growth.
The MoUs with Mentor Together and Quikr reinforce the Government’s commitment to building a future-ready employment model—one that is digital, inclusive, sustainable, and dignified.
Conclusion
The dual focus of providing real-time access to jobs and structured mentoring for youth positions the Ministry of Labour & Employment’s initiatives as a critical bridge between job seekers and private sector opportunities.
With India setting global benchmarks in employment generation and digital facilitation, these partnerships will ensure that the country not only sustains its economic momentum but also secures a brighter future for its workforce.
