New Delhi: On the second day of the ongoing India MedTech Expo 2025 at Bharat Mandapam, Pragati Maidan, New Delhi, senior government officials, industry leaders, scientists, and regulators came together to deliberate on the future of India’s medical technology sector. The sessions highlighted the importance of industry participation in government schemes, robust regulatory frameworks, and building a strong ecosystem for medical device manufacturing and digital health innovation.
Industry Should Take Advantage of Funds: DoP Joint Secretary
Delivering the keynote at the session on “Strengthening India’s Medical Device Parks: Roadmap for Global-Standard Manufacturing”, Shri Ravindra Pratap Singh, Joint Secretary, Department of Pharmaceuticals (DoP), Ministry of Chemicals & Fertilizers, emphasized the urgent need for industry players to come forward and make full use of the government’s schemes.
“We have multiple schemes to support manufacturing of key components, necessary raw materials, skill development, support for clinical studies, creation of common infrastructure, and industry promotion. But the funds available are not being fully exhausted. Industry needs to bring forward strong proposals in the next round of applications,” Shri Singh urged.
He highlighted that the Medical Device Park (MDP) scheme is aimed at creating an enabling ecosystem and overcoming the 15% cost disadvantage faced by the Indian MedTech industry. Currently, three parks are operational in Gautambuddha Nagar (Uttar Pradesh), Ujjain (Madhya Pradesh), and Kanchipuram (Tamil Nadu), with civil infrastructure nearing completion and plots already allotted to units.
Importantly, Shri Singh revealed that the scheme is under review, with the government exploring additional support mechanisms beyond infrastructure development to further encourage investment.
MedTech Parks Must Be Scientific Ecosystems, Not Land Banks
Adding an industry perspective, Dr. Jitendra Sharma, Managing Director and CEO of Andhra Pradesh MedTech Zone (AMTZ), cautioned against treating MedTech Parks as mere land allotment zones. Instead, he stressed the importance of developing them as scientific ecosystems that integrate research, innovation, testing, and manufacturing.
“We need to work together to make India a manufacturing superpower in medical technology. That can only happen if MedTech Parks evolve into hubs of knowledge and technology rather than land banks,” Dr. Sharma stated.
State-Specific Presentations: Uttar Pradesh & Tamil Nadu
The session saw detailed presentations from state representatives showcasing progress and incentives available at MedTech Parks.

Uttar Pradesh (YEIDA MDP): Shri Rakesh Kumar-Singh, CEO of Yamuna Expressway Industrial Development Authority (YEIDA), presented the features of the 350-acre Medical Device Park in Gautambuddha Nagar. He highlighted facilities such as common testing labs, shared utilities, and ecosystem support. Incentives include capital interest subsidy of up to 7.5%, SGST reimbursement, EPF reimbursement, concessions on air cargo handling, freight subsidies, and loan support for plant and machinery for both MSME and non-MSME industries.

Tamil Nadu (SIPCOT MDP): Dr. Alarmelmangai, Executive Director of SIPCOT, outlined the facilities, infrastructure, and investment opportunities in the Kanchipuram MedTech Park. She urged industry stakeholders to leverage Tamil Nadu’s supportive ecosystem and invest in the state’s growing medical device hub.
Procurement & Regulatory Sessions
The MedTech Expo also hosted a high-level meeting with procurement agencies, chaired by Shri R. P. Singh, Joint Secretary, DoP, and co-chaired by Shri Rakesh Kumar, Deputy Director General, Department of Promotion of Industry and Internal Trade (DPIIT). The session brought together state government officials, private hospitals, and MedTech companies, focusing on bridging supply-demand gaps and streamlining procurement for locally manufactured devices.
In another session on “Global Regulatory Submission”, Mr. Aseem Sahu, Deputy Drug Controller, Central Drugs Standard Control Organisation (CDSCO), joined international regulators including representatives from the United Kingdom, to discuss regulatory landscapes. The session emphasized the need for greater collaboration in harmonizing approval processes and ensuring quicker market access for medical devices globally.
Brainstorming on Digital Health: SaMD, AI & Cybersecurity
The final session of the day titled “SaMD, AI & Cyber Security: Innovations, Enablers, and the Future Roadmap for India” focused on the rising role of Software as a Medical Device (SaMD). Chaired by Shri Jay Verdhan, scientist from the Ministry of Electronics and IT (MeitY), the panel included academia and industry experts.
The session highlighted that India’s MedTech market has the potential to reach $30 billion by 2030, powered by AI, IoT, and cloud-based medical technologies. However, scaling these innovations requires:

The India MedTech Expo 2025, a three-day event from September 4 to 6, 2025, is being organized by the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India, in association with the Ministry of Commerce and Industry, the Export Promotion Council for Medical Devices (EPCMD), and the Central Drugs Standard Control Organisation (CDSCO) under the Ministry of Health & Family Welfare.
Bringing together policymakers, regulators, industry leaders, innovators, and international experts, the expo provides a platform to showcase India’s MedTech capabilities, explore collaborations, and chart a roadmap for making India a global leader in medical device manufacturing and digital health technologies.
