Union Minister Ashwini Vaishnaw: India to Manufacture Every Component of Mobile Phones, Including Chips
Noida – In a landmark development for India’s electronics industry, Union Minister of Electronics and Information Technology, Shri Ashwini Vaishnaw, today inaugurated the country’s first tempered glass manufacturing facility for mobile devices in Noida, Uttar Pradesh. The facility, established by Optiemus Electronics in collaboration with Corning Incorporated (USA), will produce high-quality tempered glass under the globally recognized brand “Engineered by Corning”. The products will cater to both domestic consumers and international markets, marking a significant stride in the Make in India and Atmanirbhar Bharat initiatives.
A Big Boost for Electronics Self-Reliance
Speaking at the inauguration, Shri Vaishnaw emphasized that tempered glass is a crucial accessory for smartphones and tablets, yet India has historically depended on imports for this product. With this facility, India now takes another step toward self-reliance in electronics manufacturing.
“Step by step, India will manufacture every component of mobile phones – from chips to cover glasses, and from laptop components to servers. This initiative brings us closer to our goal of making India a global hub for electronics manufacturing,” the Minister said.
He also revealed that India’s first Made in India semiconductor chip is expected to roll out soon, adding another milestone to the nation’s journey toward technology independence.
Electronics Growth Story: Six-Fold Rise in 11 Years
Highlighting the broader impact of government policies, Shri Vaishnaw pointed out that India’s electronics manufacturing sector has grown six-fold in the past 11 years, reaching a production value of ₹11.5 lakh crore.

India is steadily increasing value addition at every stage of the supply chain.
“India’s design capabilities are its biggest strength. We are continuously supporting research and development to ensure long-term competitiveness. An IIT Madras-incubated startup has already designed the country’s first microcontroller, which will soon be deployed in Indian products,” he added.
Shri Vaishnaw also noted that India’s GDP growth of 7.8% in Q1 FY26 reflects a stable, vibrant, and innovation-driven economy, adding that the world is looking at India with renewed expectations.
Industry Leaders Applaud the Move
Ashok Kumar Gupta, Chairman of Optiemus Infracom Limited, described the facility as a “landmark moment” for Indian electronics.
“India is one of the world’s largest smartphone markets, yet we have relied on imports for tempered glass. With this initiative, we are building global-scale capabilities to serve both Indian and international consumers. Our aspiration is that every Indian smartphone user should use Make in India tempered glass certified with BIS standards,” he said.
Pankaj Mahindroo, Chairman of the India Cellular & Electronics Association (ICEA), called the move a major opportunity for India.
“This segment is highly labour-intensive, meaning it can generate massive employment. India can not only meet domestic demand but also emerge as a leading exporter of tempered glass. Supporting MSMEs and promoting quality manufacturing will expand India’s footprint in the global electronics accessories market,” he explained.

Facility Details: Noida Plant to Scale Rapidly
The new Noida-based facility has been set up with an initial investment of ₹70 crore and features state-of-the-art infrastructure capable of transforming raw materials into premium tempered glass.

Phase 1: Installed capacity of 25 million units annually, generating 600 direct jobs.

Phase 2: Capacity to expand to 200 million units per year with an additional ₹800 crore investment, creating 4,500+ direct jobs.
The facility will handle end-to-end processes such as scribing, shaping, chamfering, polishing, dual-stage rinsing, chemical tempering, coating, printing, and lamination – ensuring world-class quality under strict inspection.
